GULFHE Fellowship Appeals and Complaints
GULFHE provides separate routes for an assessment appeal and a service or conduct complaint. An appeal examines whether a material error or unfair process affected the decision; it is not a third opportunity to improve an application.
When an appeal may be considered
Permitted grounds normally include a material procedural irregularity, unmanaged conflict or bias, administrative error, or an assessment error demonstrable from the existing record. Disagreement with professional judgement alone is not normally sufficient.
Appeal deadline and handling
An appeal should normally be submitted within 20 working days of the decision. It should be acknowledged within five working days. Admissibility must be checked by a person not responsible for the disputed assessment. The normal target for an appeal outcome is within 30 working days of admissibility, with a status update if more time is required.
Complaints
A complaint may concern service, delay, conduct, accessibility or administrative handling. A service remedy does not automatically change an assessment decision unless a material fairness issue is established.
Independence and fairness
A person materially involved in the disputed decision must not determine the appeal. The process should record the issue, evidence considered, decision, reasons and any remedy.
How to submit
Provide separate online buttons for Submit an Appeal and Submit a Complaint. Require the application/case ID where relevant, the ground or complaint category, a concise statement, and only necessary supporting material.
